From the Official Gazette to production in 4 days: anchor price and price list

Croatia's anchor price and price list decisions were published on 11 September 2026. Four days later the AI MAX Commerce platform had the anchor price in its catalogue, an AI assistant that will not quote a price without it and a daily XML/CSV price list. What we did and what is still open.

From the Official Gazette to production in 4 days: anchor price and price list

On 10 September 2026 the Croatian Government adopted two decisions on direct price control measures: on displaying an additional (anchor) price and on publishing price lists of products and services. They were published in the Official Gazette Narodne novine 101/2026 on 11 September and apply from 1 October 2026. For an online store this means changes in three places at once: on the product page, in advertising and in a new price list file.

On the AI MAX Commerce platform, and in the Silverex online store that runs on it, the core of this was in production on 15 September 2026 – four days after publication in the Official Gazette and two weeks before the rules apply. A short account of how.

The anchor price as data, not as text

The first decision was architectural: the anchor price must not be a field that someone can “correct” overnight. It is therefore stored as a separate, immutable record for each product, with both reference dates the Decision recognises – 10 September 2026 and, for food, drinks, cosmetics, cleaning products, toiletries and household products, 2 May 2025. Every display then reads from that single record.

The same amount everywhere

The catalogue and product cards received the anchor price on 15 September. The product page indexed by search engines received it on 24 September – a week before the deadline, after our own review found it missing there. Today the Silverex product page shows the label “Sidrena cijena (02.05.2025.)” with the corresponding amount next to the price, because the product is cosmetics covered by the exception in point IV of the Decision.

An AI assistant that does not quote a price without the anchor

The store has an AI assistant that answers customers' questions about products, including prices. We take the view that a chat answer with a price must also carry the anchor price, so on 15 September a rule was introduced: the assistant quotes a price only together with the anchor price, and an answer that breaks this rule does not reach the customer.

An XML and CSV price list every day before 8 a.m.

The price list is generated automatically from the same catalogue every day at 7:00, in XML and CSV, with all nine fields the Decision requires for products – name, code, brand, unit of measure, price per unit, retail price with a special-sale flag, anchor price, barcode and availability – plus the fields for services. Every daily version is archived. The result is public: silverex.hr/cjenik.xml.

Timeline

  • 10 Sep 2026 – the Government adopts both decisions.
  • 11 Sep 2026 – the decisions are published in Narodne novine 101/2026.
  • 15 Sep 2026 – anchor price in the catalogue and on product cards, the AI assistant rule, a daily XML/CSV price list with version archive.
  • 24 Sep 2026 – anchor price also on the product page indexed by search engines.
  • 1 Oct 2026 – both decisions start to apply.
  • 17 Nov 2026 – the price list obligation becomes part of the Consumer Protection Act.

The lesson from 24 September: a review has to look at the page the way a customer and a search engine see it, not only at the data in the system. The data was correct from day one, but one of the pages did not display it.

Why it was fast

Four days were not the result of overtime, but of prices, catalogue, product pages, chat and price list living on one platform and reading the same data. A change is made once, at the source, and is verified by automated tests that walk the whole purchase path – from product to cart and payment – so that a change in how prices are displayed cannot accidentally break orders.

What is not done yet

It is fair to say what is not automated: the lowest price in the last 30 days for discounts, an obligation under the Consumer Protection Act, is not yet calculated automatically from price history on the platform. That is the next step and it has to be finished before the first promotion in the stores running on the platform.
